Overview

Chief of Staff to the Chief Financial Officer and Executive Director of the Water Board at NYC Department of Environmental Protection (NYC DEP).

Responsibilities

  • Support the CFO in aligning budget, procurement, administration, and technology priorities with agency-wide strategic goals; prepare briefing materials and facilitate decision-making.
  • Work with the Office of Performance and Program Management to drive execution of change management and performance improvement initiatives across administrative functions, including the creation of complex business cases and financial models to assess and recommend priority investments for performance gains.
  • Manage large data sets, execute data analytics, and formulate key findings and recommendations to drive strategic decision-making.
  • Coordinate interagency communications and follow-up with the Office of Management and Budget, Office of Technology & Innovation, Department of Finance, and Comptrollers Office on behalf of the CFO.
  • Assist in the development and rollout of agency-wide policies and procedures related to all administrative areas; track implementation progress and flag operational challenges.
  • Synthesize data to support the CFO and rate consultants in preparing materials for NYC Water Board deliberations on annual water and sewer rates.
  • Serve as a liaison to the NYC Water Board and the NYC Municipal Water Finance Authority, helping coordinate materials and interagency communication related to rate-setting and financing matters.
  • Manage special projects and cross-cutting initiatives within the CFOs portfolio.

Qualifications

Minimum Qualifications
  • A masters degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. Eighteen months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including the 18 months of executive, managerial, administrative or supervisory experience, as described above.
Preferred Skills
  • Excellent organizational and communication skills, both oral and written.
  • Ability to distill complex financial or operational information; discretion and judgment in handling sensitive information.
  • Experience serving in a chief of staff, strategic advisor, or project management role for a senior leader in government, finance, or large-scale operations.
  • Familiarity with the structure, processes, and budgeting/procurement frameworks of New York City government and its oversight agencies.
  • Ability to analyze quantitative data and synthesize into decision-making memos, dashboards, and presentations for executive leadership and external stakeholders.
  • Experience leading complex, multi-stakeholder initiatives.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint), SharePoint, and project tracking tools. Experience with financial or performance management platforms is a plus.
  • Project Management Professional (PMP) certification; Lean/Six Sigma certification.
  • Masters Degree in Public Administration, Public Policy, Business Administration, Finance, or a related field strongly preferred.
