City Attorney

Responsible for assisting the City Attorney in providing legal counsel to the City and the Garland Police Department (the "Department").

Salary: Depending on qualifications and experience

Essential Duties and Responsibilities include the following. Other duties will be assigned.

• Act as the primary legal advisor to the Department.
• Provide legal advice concerning the preparation and execution of warrants, general orders, and policies. Review and analyze departmental contracts, press releases, and interdepartmental communications.
• Conduct regular training to police recruits and sworn personnel on constitutional issues and criminal law.
• Attend hearings in municipal court and state civil and criminal courts and occasionally attend public safety committee meetings.
• Review and respond to subpoenas, open record requests, and litigation inquiries as they pertain to the Department.

Minimum Qualifications

• JD from an accredited institution.
• Minimum 5 years as a licensed attorney.
• Licensed to practice law in Texas.
• Proven self-starter able to work independently with minimum supervision.
• Must be able to work evenings and weekends as needed.
• Ability to obtain CJIS certification in order to access and use sensitive criminal justice information.

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

• A minimum of 2-3 years of experience in municipal law.
• A minimum of 2-3 years of experience in law enforcement.

Knowledge, Skills & Abilities

• Comprehensive knowledge of the law applicable to the activities, duties, and operations of a municipal police department.
• Comprehensive knowledge of civil service provisions and procedures of Chapter 143 of the Texas Local Government Code.
• Basic knowledge of the Texas Local Government Code, and other laws relevant to the operation of a municipal government.
• Ability to address confidential information and subjects with sensitivity.
• Ability to interact on a professional level with elected officials, staff, and members of the public.
• Ability to handle multiple tasks successfully and meet deadlines.

Licenses and Certifications

• Admitted to practice law in Texas.
• CJIS Certification
