Environmental, Health & Safety (EHS) Manager – Construction

Location: Virginia Beach

Department: EHS / Construction Management

Reports To: Director of EHS / Project Manager

Position Summary

The Environmental, Health & Safety (EHS) Manager is responsible for developing, implementing, and managing the company’s environmental, health, and safety programs across active construction sites. A key focus of this role is overseeing and ensuring full EHS compliance among subcontractors. The EHS Manager ensures all project stakeholders follow company policies, regulatory requirements, and industry best practices to support a safe, productive, and compliant work environment.

Key Responsibilities

Subcontractor Oversight & Compliance

  • Oversee and enforce company and regulatory EHS requirements for all subcontractors on active job sites.
  • Conduct subcontractor onboarding and orientation, ensuring full understanding of site-specific safety procedures.
  • Review subcontractor safety plans, JHAs, and AHAs for completeness and compliance.
  • Perform routine EHS inspections, hazard assessments, and safety audits of subcontractor operations.
  • Lead incident investigations involving subcontractors, determine root causes, and ensure corrective actions are implemented.
  • Coordinate daily and weekly safety meetings, toolbox talks, and joint site safety walks with subcontractor teams.
  • Serve as the primary point of contact for subcontractor EHS personnel, promoting communication and accountability.

Site Safety Management

  • Maintain all required EHS documentation including permits, inspection reports, training logs, and incident records.
  • Monitor and enforce environmental requirements such as waste handling, spill prevention, and stormwater control.
  • Track and analyze subcontractor performance metrics such as TRIR, near-misses, and audit findings.
  • Provide daily safety oversight during high-risk activities (excavation, electrical, crane operations, confined space, etc.).
  • Promote a proactive safety culture by recognizing safe behaviors and addressing unsafe acts or conditions immediately.

Qualifications

Education & Experience

  • Bachelor’s degree in Environmental Science, Occupational Safety, Construction Management, or a related field (preferred).
  • Minimum 5+ years of EHS experience in the construction industry, including at least 2 years managing or coordinating subcontractor safety compliance.

Technical Knowledge

  • Strong understanding of OSHA, EPA, state, and local safety and environmental regulations.
  • Familiarity with multi-employer worksite rules and responsibilities.
  • Experience conducting safety audits, incident investigations, and regulatory reporting.

Certifications (Preferred)

  • CSP, CHST, OHST, or other nationally recognized safety credentials.
  • OSHA 30-Hour Construction required (OSHA 500/510 a plus).

Skills

  • Excellent communication, leadership, and interpersonal abilities.
  • Strong problem-solving and hazard recognition skills.
  • Ability to work independently in dynamic construction environments.
  • Competent with digital inspection tools, reporting software, and Microsoft Office.

Working Conditions

  • Majority of work performed in the field at active construction sites.
  • Exposure to outdoor environments, noise, dust, and physical hazards typical of construction work.
  • Occasional travel required to support multiple project locations.
  • May require walking uneven terrain, climbing, lifting, and working in varying weather conditions.
